Victor Chirila: Signing new non-reimbursable assistance agreement for R. of Moldova, matter of priority
The future ambassador of the Republic of Moldova to Romania, Victor Chirila voiced his hope that the signing of a new, non-reimbursable assistance agreement for the Republic of Moldova will be accomplished, as a matter of priority, at the next meeting of the governments in Chisinau and Bucharest.
"Our hope is that this new agreement will allocate 100 million euros for large infrastructure projects, which are strategic for both our states," Victor Chirila told an interview with AGERRPES.
According to him, Romania is the most important strategic partner without which the Republic of Moldova cannot evolve so as to have an efficient democracy, a functioning rule of law, a dynamic and sustainable economy, a national security that corresponds to its ideal as a sovereign and independent state.
"Romania is the first state to recognize the independence of the Republic of Moldova, Romania is the state that supports us on the path to European integration and our common ideal is, without a doubt, to find ourselves together in the European Union, to have a common economic space, a common communication space, a common cultural space, a common infrastructure space, to have no barriers of communication between our citizens," said the diplomat.
In reference to the trade relations between the Republic of Moldova and Romania, he stressed that they can be improved by modernizing the transport infrastructure, especially the road and railway bridges. As regards the energy interconnection, the future ambassador expressed his hope that in the coming years the necessary legislation will be laid so that the Republic of Moldova will be able to import natural gas from alternative sources both from Romania and from other European Union countries, so as to create a balance between imports of natural gas from the European Union and imports from Russia.
With regard to the Transnistrian case, Victor Chirila said that there are two obstacles to the reintegration of Transnistria: the illegal presence of Russian troops on the territory of the Republic of Moldova, but also the current peacekeeping mission in the Transnistrian region, because this mission, in his opinion, has not achieved its goal.
"There are no military hostilities between the two banks of the Dniester. The Republic of Moldova does not intend to integrate, to bring Transnistria by using military force. On the contrary, it wants dialogue, negotiations, it also wants to deepen economic relations between the two banks of the Dniester, it wants to expand and intensify human contacts with various social groups in the Transnistrian region, or this peacekeeping mission does not have this mandate, to facilitate these contacts, this rapprochement." In his view, there is a need for a different mission to monitor and guarantee the security of the area, but for a civilian, international mission with a clear mandate, with the aim of facilitating dialogue and interconnections.
The peacekeeping mission for the political settlement of the Transnistrian conflict, led by the Organization for Security and Co-operation in Europe (OSCE), has the "5 + 2" format, including the Republic of Moldova and Transnistria as parties, the OSCE, the Russian Federation and Ukraine as mediators, as well as the European Union and the United States as observers.
