Ciolacu pointed out, however, that the country's president cannot implement policies without the support of local authorities. "I had several talks with PSD local leaders. Today at 18:00 p.m. we will have a video call with all the mayors and organization presidents, with the county council presidents, city and municipality mayors, because big concerns are taking over. I don't want to go into details - we are not talking about the party strategy here - I think they turned to me today more in my capacity as prime minister. It's about the fact that two candidates who do not represent local authorities entered the second round... Neither USR nor Mr. Georgescu have any direct connection with the local authorities and, obviously and justifiably, there is this concern, because they do not know what will happen with their future projects, what the priorities are. That's why we are getting back to our top priority now: Sunday's vote," Ciolacu told a press conference at the PSD headquarters. He added that Parliament represents "the pillar of any democratic state" and stressed that the Legislature is the one that "makes policies and gives the government". He also remarked that almost 60% of Romanians do not feel represented in the second round of the presidential election. "I am making an appeal for Sunday's elections. I want to remind you the circumstances in which the PSD came to power after eight months of right-wing rule - and we all know what social and economic crisis we were in at that time. We still have a PSD - PNL coalition government. And I think the priority now is to convey this to the people and the fact that the PSD has brought stability and predictability in a very complicated period. Moreover, we would already have been talking about a budget and a sustainable plan for the coming period," said Ciolacu. He made his point that the local authorities "make the foundation of Romania" and the president and the government cannot implement policies without their support. "It's normal for the local elected officials to have this concern. (...) And I told them that this is not up to the president, that this is up to Parliament and the Romanians' legislative vote," concluded Marcel Ciolacu.
